Edit: I figured it out. It isn't mentioned in the prerequisites but everything needs to be completed in the Bareshade Expansion quest in order to trigger Logan coming over. So for me I had the fair and houses built, but not the watchtower.

It won't happened anymore I think cause you already finished the trouble in the den. You're suppose to get all those scene before the big fight, you could have delayed the quest like not going in the misty place and proc the 3 scene before continuing.
I've yet to unlock the meeting between Ste and Logan. I think there was a scene where Ste starts getting hot and heavy with you while Logan is in the house and I managed to calm him down without losing any affinity with him but I've seen nothing else other than that.
How many hearts can Logan currently have? I've seen people talk about the sex scene in the forest but I can't encounter it.

Finally: What's the deal with the gloryhole? I fixed it up but nothing happens
Logan can have, as far as I know, 3 hearts. The scene in the forest everyone is talking about is only available if you choosed Logan's route during the Full Moon event (if you choosed to run after him over Bernard)
That guy you mentioned I have no ideia. I don't even knew how I unlocked my dialogue with him. Maybe try taking a walk there at night?
About the gloryhole I don't know either since I've spend hours there and nothing happened (just some poeple here and there)

You did all the repeateable things with them?
Also, try doing the Bareshade Expasion event log to increase your interaction with them
how to meet garuik? i am on new road during night, maintaining road and nothing for several days
